How did you install the new drive? Did you add the new drive to the
configuration by using an unsused controller jack? Did you use the
controller jack previously used by your old drive?

In general your hardware configuration is represented by the following
pysical harddrive device files:

/dev/hda master disk, first controller
/dev/hdb slave disk, first controller
/dev/hdc master disk, second controller
/dev/hdd slave disk, second controller
...

So where ever your system is booting from at the moment, there mey be a
second physical disk already being partitioned. On the other hand, Linux
can't do very much with raw devices by default. So if you boot from your
old harddrive and there isn't any filesystem on your new disk, it makes
sense to provide it with a filesystem if there isn't any.

As a result of the hardware detection having recognized your virgin
harddrive?
