The popups go away. The previews (tiny pics i/o icons, in the file
manager) stay. That's 3.1.3 off the suse mirror for 8.1 updates.

So, if that doesn't work for you, you have two ways to avoid the popups:
- don't use icon view, use text view, tree list, detailed info view or any
of the others in the konq menu -> view -> view mode.
or
- use icon view but make another window active before you start to point.

And send a bug report to the KDE folks.
