I just installed 9.0 last night and came about to fiddle with the ol' tv
card just now. I also had some weird experiences with kwintv working at
first, and then no more. Trying another user: again it worked the firtst
time and then no more. And so on. After a while it didn't work at all for
anybody. Deleted all config settings and tried all over again. History
repeated itself.
Looked at the SuSE side and saw that 3D accelaration would do that to kwintv
on some graphics cards. On this particular system Im running one of the
last 3dfx Voodoo 3 cards. I disabled 3D and TV is a reality.
For the last couple of hours anyway.

Well tv is still working after a few reboots and further installationsm and
tweakings.
What I forgot to mention in my first reply was, that as under 8.2 my
Pinnacle PCTV Professional isn't properly installed by SuSE which is why I
do the following upon boot (or if I screw up something during normal
operation):
/sbin/rmmod bttv
/sbin/rmmod i2c-voodoo3
/sbin/rmmod i2c-algo-bit
/sbin/rmmod i2c-core
/sbin/rmmod tuner
/sbin/rmmod videodev
/sbin/insmod i2c-core
/sbin/insmod i2c-algo-bit
/sbin/insmod i2c-voodoo3
/sbin/insmod videodev
/sbin/insmod bttv card=11 radio=1
/sbin/insmod tuner debug=0 type=1
Depending on your your graphics- and tv card you need to tweak parameters
and change the i2c-voodoo3 bit
