What app did you start to make it freeze?

It should have offered you a login prompt first. You'd have to
login as root to do reboot or shutdown.
You might want to look at /var/log/messages before doing the
shutdown and hunt for suspicious messages (hint: do a
less /var/log/messages, then press G (SHIFT-g) to go the end).

You may configure in YaST somewhere that Ctrl-Alt-Del does a
reboot.
