If this were happening to me, I'd be looking that the mouse and protocol
in the X server config (/etc/X11/XF86Config for most cases). For me, the
mouse wheel is a bit sloppy and occasionally does nothing when I click
on a link because the mouse wheel was still "engaged" in some way.
