that whole "bar" (normally at the bottom) is the "Panel"; the
area of the Panel that shows the running tasks is a kde applet
called the "Taskbar".

... yep. actually, there is no 'direct' setting for
this. if you look closely at the Taskbar, just on its
left side, you will see an UP arrow (you have to move
your mouse to it to see it 'appear') - click on it and
a menu will pop up. BTW, i'm not talking about the
"window list button" (which is a button on the extreme
left side of the Taskbar). follow the red arrow:

anyway, click and select 'configure taskbar'. you'll
notice there are no settings here for changing the
contrast settings.

my guess is that playing with the various settings in
kde->control-center may help
