If you're using Konqueror:

1. Open Konqueror
2. Select Settings->Configure Konqueror...
3. Select 'Java & JavaScript' in the left pane
4. Click on the 'JavaScript' tab
5. Under 'JavaScript Web Popups Policy' check the 'Smart' radio button
6. Click 'OK'

If you're using Firefox:

1. Open Firefox
2. Select Tools->Options
3. Select 'Web Features' in the left pane
4. Check the 'Block Popups' box at the top
5. Click 'OK'

It's that simple...
