Had same problem, and found two fixes.

1. open the control center, -> desktop -> panels -> child and change the
size and click apply. Then change size back to original and click apply
again. Works most of the time.

2. Logout with login as different user checked. Login again. Always works
for me. Variation, ctrl-alt-backspace, and login again.

As best as I've come up with, the problem starts when clicking on the
panel while the mouse is still moving. I'm set up for single clicking
rather than double. Don't know if that has anything to do with it or not.
