Because often it's easier to understand a response if you can also see the
question at the same time. Imagine if I had written that sentence without
your quoted text. It would be hard to understand what I was even talking
about.

That's one good reason to quote.

You're assuming that Usenet propagates all articles to all servers in the
same order, which isn't the case.

Actually, mailing list propagation is much more reliable than Usenet
propagation, so I think the argument for quoting is weaker for mailing
lists than for Usenet.
