Where to get info

In the HOWTo files, I see advice to pass certain parameters to the kernel.
 They never tell me precisely how to do that. Where can I find that
information? E.g. What file(s) do I amend to do this in particular cases
(or is it all the same file)?

My question arises from my research into installing an ATAPI CDRW drive.
