Open YAST. Click on "system" in the left hand panel.
When the icons come up in the right-hand panel, click
on "runlevel editor".
When the run level editor comes up click on "expert mode".
Right there in the middle near the top of the right hand
pane there will then appear a bar with the current boot
runlevel. Click on the arrow at the right of the bar and
pick run level three.
Exit all panels normally. Next time you boot you will
go into run level three.
The reason for doing it this way is that SuSE will then update
everything that needs to be updated for a change in runlevel.
N.B. In the old days nothing else had to be updated but the
entry in /etc/inittab, but today who knows? So be safe.

PS: The runlevel editor can be used to choose which services
will be run in what runlevel.
