Assuming you're using KDE, why not put kdesu in front of the command?

'kdesu /home/andrew/Download/sane-backends-1.0.13/tools/umax_pp -s'

This way when you click your icon kdesu will popup and ask for your root
password and after you typed it the program will be run by root.
