Everything about my panel was very flaky after my KDE 3.3 update.
Eventually I discovered that removing and re-adding each Applet (in my
case, Panel, Taskbar and System Tray) made everything start to behave
properly again.
My offhand guess is that the KDE 3.2.3 configuration information was
giving the KDE 3.3 components indigestion.
I found a few posts on the SuSE-KDE list
(<http://lists.suse.com/archive/suse-kde/>) that explained the
screensaver problem (the thread begins here:
<http://lists.suse.com/archive/suse-kde/2004-Aug/0135.html>; note, too,
that the OP of this topic did not properly start a new thread). I applied
the fix shown there and my screensavers are all back in working order,
now.
