because the css decoder software is included as part of the dvdrom driver
software. A basic ms-windows installation plus media player will _not_ play
encrypted dvds either, but as most people have pre-installs, then the
drivers have already been installed for them by the oem, so they have this
"belief" that ms-windows can play DVDs out of the box.
What it will take is for the dvdrom manufacturers to include legal css
decoders on the driver disks for linux. it doesn't even need to be open
source, just a closed binary file with an installer to stick it in the
right place for mplayer etc. to find.
