How about a Asus TV FM Card:

This one is rather cheap and even though Asus only says that it is
compatible with Windows 2000 and XP, then it is equipped with Philips
saa7135, which is supported by the saa7134-driver included in the
standard kernel.
I have to warn you: Some people have not been able to make it work under
Linux, while other persons have no problems what so ever.
