I believe it is the language that they must pay royalties to Adobe for, not the
implementation of the language.

Not at all the case, I'm afraid. See other responses for more detail.

You don't appreciate the realities of producing product for sale, it
seems. Putting the driver into ghostscript may not be possible - in
particular if the communications to the printer engine are real-time
and the conseqences of a failure to communicate will kill the print
job.
