Daylight Savings Time - How to Set?

Okay, this may be a nitpick question, but even my PHP websites have this
function...

Today is the first day of what we call "standard time". In other words, we
roll our clocks back one hour. Its a stupid thing that most states do, and
I have no idea why we still do it. (Note to self: Need to move to
Arizona.)

Anyway, I'd expect the KDE (3.3) system to ask me if I want to switch. My
Windows systems have been doing this since W95 and even my Palm does this.
I cannot figure out (even with my friend google) how to do this in KDE.
I've set the timezone to Pacific (Los Angeles) and have rebooted after
making the change.

Ideas?
