RSH on SUSE Pro 9.1

I did the following, but can not connect the server with RSH,
and got the error message, "connection refused"

1. add ip address in /etc/hosts.equiv
2. add ip address in /root/.rhosts
3. add rsh, rlogin in /etc/securetty
4. activate rsh with /sbin/chkconfig rsh on

Then I got the error message, "connection refused"

Did I miss something?
