Sounds about right. People are at work to do tasks for their employer, not
download and play with new and unauthorised software, thus wasting company
time and possibly laying them open to legal action for using software
without the appropriate licences. - or use IM that day long :-P

With clients I have worked for, the desktops have usually been very tightly
controlled (Windows), in many cases, it was a disciplinary action to
install or download software without the say so of the IS department
(usually signed off authorisation from the IS manager/director and an IS
bod comes and installs it for you - sometimes you give the IS bod
directions on how to install the software and configure it for their
network; now that *is* scary). With a couple of clients (E.g. bank trading
floor), it was a sackable offence; don't pass Go, don't collect your things
on the way out, the burly guards will throw your body out on to the
pavement and a file box with your possesions will follow it shortly
thereafter.
