Why does FTP work this way?

I have installed Apache and VSFTP on a version 9 Suse "test" box in an
entertainment and educational effort.
The goal is to acheive a WEB and FTP server stable and secure enough to
provide a non critical server for personal use.
When I access the FTP server via a WEB browser, I am not prompted for
authentication and I am placed in the /srv/ftp folder. When I access the
FTP server via a Windows command line, I am prompted for authentication, and
am place in the users home directory (as I've configured in the vsftpd.conf
file).
Why the difference?
Do I somehow have two FTP servers active or something?
I appreciate any help you can give.
