Perchance have you tried plugging it into the switch that is upstairs?
And is it a real switch? If the downstairs is a 10baseT HUB and your
system boots up the ethernet in 100baseT mode then it won't work. Other
things like full/half duplex may muck it up as well.
There are ways of specifying to the network module options to force the
card into a particular mode. You might want to research that as well.
But the easiest thing to try is to plug into the switch. Assuming that
it really is a switch.
