What is "it"? The text in 2.1 most certainly does say you must use
ASCII unless you use an extension mechanism.

Then you must really love RFC 1036, which ignores such niceties, and
must have a Clintonesque view of what "is" is, because RFC 2821
repeatedly states that various things are strings of US-ASCII
characters.

Oh, you mean the section 2.3 that also says

   The body of a message is simply lines of US-ASCII characters.

So what is is?

to be US-ASCII characters.
