That's a generally rare occurrence and usually the last thing I'd
suspect. More often, it's some config file (or data file) that's gotten
corrupted and is messing up the program.

No, the program will create needed files/dirs.

Yes, remove all the kdepim3 packages and then re-install them. See if
that works at all. :-)
