Linux File System

So far I have had some reasonable success at installing programs, both
RPM and tar but I never know where to install things. All the different
files confuse me usr, var, and so on. I have googled and cant find any
decent info that I can understand. Is there any reading material that
someone can suggest. Also, what is the best place to install a new
program, RPM's just go to wherever they are supposed to be but when I do
a tar, eg: openoffice in usr/local, I end up not being about to put an
icon on the desktop because of a permission problem. I try to change it
to no avail.
Any assistance would be appreciated.
