Isn't that the OP's point ... that retail 9.3 will require patches, out of
the box? It would be nice if broadband was universally available, at a
reasonable price, but that's not the case. Unlike 56k pots lines for 56k,
telcos are not required to lease DSL lines to competitors; cable is also
usually a monopoly. Both often cherry-pick and don't extend lines into
marginally profitable areas. That leaves satellite and wireless, which
may/not be available and/or practical options.

Credit to MS for one thing, making service packs and IE updates available
by CD.
