You may try to use LVM (Large Volume Management).
It's new (well "new") way to apply what Mike explained and probably
the best answer to have flexible file system, but you can't skip
manual part (planning and setting up LVM).

Root (/) is not good to be included in LVM, but the rest of file
system can be managed with it.
