Cups problem with usb printer

I cannot print using my epson c62 printer in linux unless I turn on the
printer before booting my system. Unfortunately, the printer does not come
on automatically after system shutdown and restart and I must make a
conscious effort to turn it on every time I want to print. If I forget, I
cannot print without a cold restart. Is there a better solution?
