KDE and information popup at resting mouse cursor - configure?

In suse 9.2 and 9.3 at least,(kde 3.3.0, 3.4.0) there is an
information popup which appears when th ecursor rests for a short time
over an item. After a period, it dissappears.

I want to eithr inhibit the popup, or delay its appearence. (9.3 is
slightly faster than 9.2 it seems, or the delay here is shorter - the
popup information has moved from an irritation to being a real
inconvenience.

I suppose it might be listed somewhere as animation. I am unable to find
any reference to its configurartion. Kowing its name might help too (!)
