YaST and missing installation packages

Here is kind of a strange problem. When I ran yast on my SUSE 9.1 pro system, it only showed packages that
were already installed. Thus, I redid the install source to the CDRom (it had been the CD-ROM but looked
corrupted), it looked better and, in fact, some uninstalled packages became available--but not the
one I wanted (emacs).
I tried the same process on a (seemingly) identical system installed with the same CD set. Emacs showed up as a choice and yast
showed up as available and I added it with no problems whatsoever. Went back to the original problem system to see if I had
dreamed this issue--no emacs available!
Next, I found an online ftp site that definitely has the emacs packages available, set the install
source to that--the same packages that my CD-ROM had offered were offered there when I searched for emacs.
Still no emacs available, even though I could see it in the archive index.
So, in a nutshell, same software is installed on multiple machines, put the CD in one and I can search, find and install
the packages I need. Put it in the second, and the package doesn't show up. Not as simple as using ftp archives as an install source.
Use manual rpms you say? That would be great but there is
a circular dependency on the suse 9.1 emacs rpms.
I went ahead and used nodeps to get it rolling and emacs seems to work, but I'd really just like
to know what is going on with yast not showing the packages in this case.
Any ideas?
