LVM vgscan fails at boot time

I have a fresh install of SuSE 9.3 I picked up at Linuxworld, and I
thought I'd give LVM a whirl. YaST worked great for setting up the
volume group and everything, but when I reboot, vgscan fails, saying
"no volume groups found", and I get dumped into the little "fsck
failed, please fix stuff and ctrl-d to reboot" screen. So I comment
out the entry in /etc/fstab and ctrl-d to reboot, and it boots ok, but
no lvm volume.
But here's the kicker: After the system has booted, I can run vgscan
and then vgchange -a y, and the volume group is found and I can mount
it and everything. So what is happening at boot time in
/etc/init.d/boot.lvm that does not work?
