The understanding here in Europe is that there was such a plan. There
just was not enough money, because it had all been spend on the war

And these are just an extention of the original Delta Werken. The
originals were mainly in Zeeland and that is about the size of probably
Bushes front yard. :-)

Flooding from the Rgine starts in Germany. Let us kid you not. Large
part of Europe have been flooded.

penducular? Looked it up and the closest I could find was :

IJselmeer is also close to the Rhine Delta, not to mention Grevelingen,
Veerse and other lakes.
