SUSE 9 running Squid/SquidGuard use Whitelist only

I would like to know how I can configure my server to use ONLY the
URL's / Domains I have listed. I am currently running a Solaris server
with Netscape proxy. It is configured so that a user can only access
what is in the whitelist. Is there a way to make squid/squidguard work
this way? Any help or suggestions would be greatly appreciated.
