Can't install XP Prof on Toshiba S1900-102 laptop

I have a laptop Toshiba S1900-102 and I want to install new system and
format partition. I change proporties in BIOS for booting from a CDRom,

CD with XP is bootable. My laptop doesn't boot CDs he by-passes CD and
starts from hardware. If there are any options beyond seting in BIOS
sequencing bootable?? I also select booting only from CDROM and it
doesn't start. (I don't have original CDRom.Is this a problem??)
I have bootable CD with XP Prof.
