I had a similar, but not identical, problem with my laptop.
The external modem would connect through USB but run miserably slow.
I tracked down the problem when someone made the comment that when
confused, Linux will default to a modem speed of 9600. I checked to
see what the modem speed was set on and found it was something like
4000000. I reduced that to the correct modem speed and now the thing
works fine.
See if that helps.
There's also the possibility that the USB modem is actually a
winmodem, I've been told. It may be married to Windows and nothing
else. Check the box.
My modem was an old-fashioned serial modem on which I connected a
serial-to-USB adapter cable.
