Programs WILL be buggy, users WILL make mistakes.

Root is administrator. He has the ultimate power on the PC. All others
are users with a varition of degree of what they can and can not do.
e.g. it is possible to have a webmaster who can do any changes to the
web related stuff, but is unable to read users mails, yet the postmaster
is able to read the mails, yet is unable to restart Apache or look at
the users webdirectory.
This is all technically possible. When you need this stuff, you should
be able to answer the questions you have now, otherwise you don't need
them. :-)
Oh and don't compare what you know from XP on how things are done with
Linux. Linux is not Windows. It is not a replacement or a copy.
http://linux.oneandoneis2.org/LNW.htm gives a fair explanation.
