On the command line as root, umount /dev/hdb1. cfdisk /dev/hdb to check
the partitions hdb2+3 have actually been deleted. Delete the /dev/hdb1
partition as well (yes that's correct). Create a new primary partition
(/dev/hdb1) type 07 and set bootable. Write to disk and exit cfdisk. Then
do ntfsresize -f /dev/hdb1. May be wise to rerun your bootloader.
