USB devices always "on"

Now this is plain weird.
I have an acer athlon 64 PC with suse 10 X86_64 loaded in.
A bunch of USB devices are connected: mouse, keyboard, joystick, webcam.
When I shutdown the machine they stay on: I see the red light under the
optical mouse and the blue light on the webcam even when the PC is off.
When I boot into XP they correctly turn off when the machine is stopped.
Does anybody can explain why is this thing happening?
Another not strictly related question: I have this USB webcam running
(Logitech STX Communicate). Driver spca5xx (compiled by myself) loads
properly at startup but webcam cannot be accessed (dmesg shows this error
"DEALLOC error on init_Isoc". I have read this is something tied to USB
bandwith saturation. Again no problem at all in XP though all USB devices
are connected to the same bus.
