As someone else has pointed out, that should be /usr/sbin not /usr/bin

I see in yast that kpowersave and the daemon is installed

That's a good start, now you need to enable it. This can also be done
through YaST - you don't say what release of SUSE Linux you are
running, and the name that you need to chosse has changed slightly

In SUSE Linux 9.x select YaST / System / Runlevel Editor


In SUSE Linux 10.x select YaST / System / System Services (Runlevel)

Then highlight the powersaved entry and select Enable
