I have my Cable Router setup for dhcp. My laptop work fine until I connected

deleting and reinstalling the ethernet card.
ifdown the ifup
booting with out the ethernet card (it's PCMCIA), then inserting it.
Why won't SuSE release the old IP address? It had no problem releasing mine
when connecting to my friends cable router.
It sounds as if either
a. your SuSE isn't configured to use DHCP
(on my SuSE 9.0 system, this option is set under YaST /
Network Devices / Network Card / Network Address Setup); or
b. your router is assigning you the same IP address that your
friend's router assigned you, such as 192.168.1.1; in which
case you don't actually have a problem.
