There's no need to download anything beforehand. You'd end up with many
unneeded packages (i.e. 'devel') causing unnecessary dependency problems.
IMHO the easiest and fastest way of upgrading KDE is as follows:
Add special /supplementary/KDE/update_for_10.0/yast-source/ to your
Installation sources in YaST. An "idiot proof" manual of adding sources
is for instance there:

The full path to /supplementary/KDE/update_for_10.0/ folder might be
different on each mirror. On most popular (but rather congested)
ftp.suse.com it will be
FTP
ftp.suse.com
pub/suse/i386/supplementary/KDE/update_for_10.0/yast-source
(no slashes at the beginning and end)
These "update_for_10.0" repositories are not officially listed for a
reason given there ftp://ftp.suse.com/pub/suse/i386/supplementary/README.txt
however they are to be found on most of the mirrors. I suggest browse
your favourite mirror with Konqueror and make sure your path ends where
directory.yast file lives.
Another valid example is
FTP
ftp.sunet.se
pub/Linux/distributions/suse/suse/i386/supplementary/KDE/update_for_10.0/yast-source
Make sure that automatic refresh of this repo is checked in YaST ->
Installation Sources.
Once properly added it works completely transparent. A short time after
official release of KDE sources, usually one or at most two days later
these binary rpm packages are updated. Simply open YaST -> Software
Management, it takes a minute to refresh, and you will notice some
packages listed in blue color. Now, you can click on them manually, one
by one, this way you will know what is happening. Or else, you may
choose Filter: Package Groups -> zzz_All (at the bottom), then
right-click on a list to your right side and choose All in the list ->
Update to newer version IF AVAILABLE.
Moreover, this special repository once properly added, works
"maintenance free" for all future updates. It does not need to be added
again. [Mine works for me more than a year now, I had only to change 9.3
for 10.0 after version upgrade. It worked transparently through kde
3.4.x, 3.5.1 and now 3.5.2 numerous upgrades.] The content of this
special folder is always the very latest packages. You will notice that
some individual packages are updated many times between 3.5._X_
releases, some packages change every week or two.
The whole procedure is actually much shorter and much easier than
reading my half-broken-English explanation. :)
