bug fixes fall into two categories:

1 Security and/or major bug fixes applied via YOU

2 Non-essential bug fixes generally available via upgrade

next version (unless deemed major). Short support life cycle.

Two years is not even short in enterprise terms these days - many
servers are renewed in less time than that.

If you are talking about paid-for support for bug reporting, then you
have a point. With a boxed set of SUSE Linux, you only pay for support
to get your system installed, with SLED/SLES you pay for continuing
support for configuration etc. - the price you pay being contingent
upon the level of support and duration purchased (both of which the OP
wanted to be near zero).

If you need bleeding edge version levels of packages... OpenSUSE
is your best choice

SUSE Linux rarely goes with bleeding edge

(which.. oddly enough is what most want
I believe... just too much flux with FOSS).

And I believe too much FUD in your post

SLES/SLED - security fixes,

Available either as quickly as with SUSE or via SR

bug fixes

idem security for major bug fixes

and some (few) package upgrades are made available.

IMNSHO, most package upgrades will entail an alteration in the level of
support

Long support life cycle.

True, but how many enterprises these days want to stick with a five year
old version of the OS?

Appeals to very static software configurations... where having
everything just work all of the time is paramount.

This is also available via SUSE Linux
