Why wipe

I may be facing this issue with my niece's laptop. she's got Windows XP
and I am fairly certain I put SP2 on it (or it came with it).
would it be sufficient to put a reinstall _without wiping_? as I recall,
in Windows98 this would sometimes clean out cruft. will this work with
Windows XP? there is also the 'repair system option' but I don't know if
that is pertinent.
the laptop slows to a crawl, basically hangs when you try to run things,
becomes intolerable after minutes. this is from memory and from her
reports - I don't have the laptop in my possession right now.
