Here is what I do when I download a RPM application if that is what you
are doing. I put it under some appropriate directory such
as /usr/src/packages/RPMS/i586.

Next I fire up a console terminal and get temporary root permission by
using "sux -", put in the root password and then run the command
"createrepo /etc/src/packages/RPMS/". This adds all the RPM packages
you downloaded and put in the RPMS directories into the package manager
database. Now when you use Konqueror and click on the RPM package you
will get another window that has a button "Install with Yast." It
should then work for you.

Note that you may not have the createrepo application installed, as it
does not get installed as a default. It will be on your Suse CD/DVD.
