I'm using 10.1 but it opens the Firefox browser in the current workspace
instead of the workspace of the current open browser.

It should have opened a new tab in Firefox in workspace 2. The open new
tab works fine but Firefox should not be moved from workspace to
workspace.
Isn't that the same behavior as clicking on a minimized object in a
different w.s.? The object is brought to you instead of you being brought
to the object or some other variation.
IOW what does the user want and how is the gui supposed to know?

email each time I click a link in TB a Firefox opens in the current
workspace so I have to tab backward to get back to the email
to click the next link. It works that way no matter which workspace I
place TB.
In 9.3 and FC5, it works correctly. Once Firefox opens a workspace it
remains there unless I move it to another workspace. So, when I'm working
in TB I can click on all the embedded url's I want but Firefox remains
anchored in the assigned workspace.
