1) See if the file is actaly there
2) See if the directory is still good
3) Be aware that the buildserver that you are using is still in Alpha
(or is it Beta already) and undergoes changes all the time.
4) See that your smart repositories are up to date
5) software.opensuse.org/download might point you to a mirror, see if
that mirror is active
Depending on the results of the above you will know where to complain.
As you see it is a very simple HTML, so you can enter it in your
browser and in
ttp://software.opensuse.org/download/KDE:/KDE3/SUSE_Linux_10.1/i586/ you
will see that the only kdebase is now kdebase3-3.5.4-42.1.i586.rpm
