CPU frequency reported incorrectly?

I am having problems with the reported CPU speed on SUSE 10.1 64bit
Both /proc/cpuinfo, and cpufreq-info report the incorrect speed when I
overclock the machine (core 2 duo). The bogomips output, and the results
from scimark suggest that the machine does indeed appear to be running at
the correct speed.
Does anyone know how I may fix this issue?
These values are reported correctly at the default bus speed.
Thanks for any help with this.
