These values are reported correctly at the default bus speed.

I don't have a core2 duo, but I'm guessing it has some kind
of speed step capability. You can probably set your
Power Management Settings so that your CPU runs in
Performance mode, which hopefully will force things
up the full clock speed all the time.

The fact that scimark looked good is probably because the
CPU clocked itself up under load. Which is how all of
this is supposed to work nowadays.
