I've looked around and don't see anything obvious. Any ideas?

I agree that it is not immediately obvious from the quoted error message
that you might need to have permission to write to procfs/sysfs.

Nor is it obvious from that message that running as root might help.

Uh, /etc/init.d is run as who exactly?
