Rebooting is normal. The fact that it starts all over is not. What
happens normaly is that you boot from CD one and it install parts,
icluding the kernel. To run that kernel you need to reboot.
Now asume you have changed your BIOS that it boots your CD, it
automaticaly will boot up whatever it finds in your mbr. Now asume you
have fiddled and chaged things, then it won't be able to do that and
will give an error.
10.2 can't and won't restart the installation. It can't, because it will
default point to the mbr and if that is wrong, it gives an error. To be
(re-)starting the installation, you have to tell it to do so.
