Which then, quite rightly, said I'm not a relay so don't try relaying
this mail through me.

Now, what would be interesting is why the server at 81.103.221.35[0]
tried to use 213.232.68.16 as a relay when the listed MX records for
hants.gov.uk are:

[0] Doesn't exactly inspire confidence in their abilities when they
can't get even the DNS sorted out properly. That server identified
itself as aamtaout02-winn.ispmail.ntl.com, which doesn't actually
resolve, and has a rDNS of host81-103-221-35.not-set-yet.ntli.net.
